He said a similar dolphin facility was closed down two years ago by Forestry Minister Zulkifli Hasan, who pledged to close any other dolphin attraction sites.
Mr Brokensha said he was surfing near Wake Bali dolphins when he heard a whistle blowing, the Herald Sun reported.
'They jump into the air when the whistle blows, so they’re looking straight at the ocean.'
Mr Brokensha said the dolphins looked 'still and lifeless' after their performance. It is understood the chlorine has left the dolphins almost blind.
Wake Bali Dolphins told the Herald Sun it was a government-approved tourist attraction and the pool had been checked by authorities.
